  GRAHAM TOWNSHIP BOARD OF SUPERVISORS

May 12, 2014

 

Chairman Jeffrey Williams called the Regular Meeting of the Graham Township Board of Supervisors to order and the salute to the flag.  Roll call showed Supervisors Ivan Kyler present and Steve Condo also present.

 

Public Participation:  None

 

Minutes:  Kyler made a motion to delete 11a and approve the minutes of the March 10, 2014 meeting, Condo seconded and the motion carried with all voting unanimously.

 

Treasurer’s report:  Condo made a motion to approve the Treasurer’s Report, Kyler seconded and the motion carried with all voting unanimously

  1. Subdivisions/Land Development

    1. A subdivision for Cynthia and Edward McGuire for their son Max McGuire was brought in front of the board. After a discussion with Joel Albert, Williams made a motion to approve the subdivision on the contingency that two right-of-way agreements are written.  Condo seconded and the motion carried with all voting unanimously.

    C.  Engineer’s Report- none

    D.  Solicitor’s Report

    a. There was a discussion about auditing Big Run Park.  Williams stated, “Let them run it.”  Solicitor Sobel spoke with PSATS legal department.  The legal representative states that it’s not the law but it would be a good idea to audit. It is up to the supervisors to decide if they want to audit.  No motion was made.

    b. Condo spoke about the grants that the park applies for.  He would like the park board to discuss any new grants for the park with the supervisors.  Williams added that he would like to have the engineer, Joel Albert, to look over the plans before anything is signed.  The supervisors would also like to see an inspection report at the end of any project.   The secretary will write a letter to inform the Big Run Association.

     

    E.  Road Master’s Report

    a.  Condo reports that there will be 1500 ton of 2A stone put down on Pinchy Road which is slated for full dept reclamation.

    b. Additional blacktop is needed for Turner Road.  Condo made a motion to use the County Aid Allocation of $3330.60, Kyler seconded and the motion was carried with all voting unanimously.

    F.  Neighborhood Crime Watch none

     

    Old Business

     

    Morris Twp. Vol. Fire Co.

    The Morris Township secretary reported an adjustment was made to our portion of the Fireman’s Workers Compensation Premium.  The adjust amount is $4563 for 2014.

     

    Secretary’s session at the Equipment Show

    Condo made a motion to send the secretary to the COG show, Williams seconded and the motion carried with all voting unanimously.

     

     

     

    PSATS Educational Conference Notes

    Chairman, Jeffrey Williams and Linda Bowes, Secretary/Treasurer attended the PSATS Educational Conference in April.  Williams talked about one of the speakers that were an Airforce One pilot during the Bush administration.  He gave an interesting talk about the 911 incident and how he was involved.  Williams and Bowes talked about several classes that they attended.

     

    Unpaid Bills

    Condo made a motion to approve the unpaid bills, Williams seconded and the motion carried with all voting unanimously.

     

    New Business

     

    County Aid Allocation

    The 2014 County Aid allocation is $3330.60.  A motion was made, earlier in the meeting, to use the funds for the additional asphalt needed on Turner Road.

     

    Seal Cracking Machine Rental

    There was a discussion on seal cracking several roads in the township.  Shawn Ward from Midland Asphalt discussed the cost of materials and various aspects of the project.

     

    Adjournment

     

    Williams made a motion to adjournment at 8:17, Kyler seconded and the motion passed with all voting unanimously.
